Waste water quality standards are not reduced.  They are the highest standards in the world.  Cruise ships, if allowed to discharge in Alaskan waters, discharge at near drinking water quality effluent.  What do you suppose the municipality of Homer discharges into Alaskan Waters from it&#039;s waste water treatment plant?  There&#039;s your story.</description>
