		<description>First of all, the vessel was not stolen , Barclay had neglected The vessel Neisa, And had not kept up on his taxes and harbor fees.  He was in trouble and sold the vessel to Marcus fuller for 1$ and handedr. Fuller the title.  Since then  mr. Fuller has  spent much time and energy fixing the vessel and keeping her up to date in all insurances and fees. If mr. Barclay still owned the vessel he Likley would have sunk it too. I would hope that the Homer Tribune wants to make sure it&#039;s reports are correct and hope that you will print this to clear mr. Fuller&#039;s name.  I believe Mr. Barclay should be held accountable for his neglect of the vessels he sank and the oyster farm that was shut down due to his poor judgment and actions. Why wasn&#039;t the Coast Guard there to help in a more timely manner? They were available to help Shell after the disaster of their own making while attempting to avoid paying Alaskan taxes? 

The Coast Guard is supposed to serve the We the People, in accidental situations... not corporations attempting to avoid paying taxes.</description>
